The Russian Federation is alarmed at the increasing rates of terrorism in the Indian State of Jammu and Kashmir. The Russian Federation is eager to work with the United Nations to draft resolutions that will debilitate those who harbor, support, fund, or abet terrorists, or provide them with shelter or asylum for cross-boarder terrorism. The Russian Federation has a fruitful friendship with India, and is looking forward to working with the Indian government on resolving the issues of terrorism in Jammu and Kashmir. The Russian Federation has pledged its full support to India in this crisis of terrorism in Jammu and Kashmir.
In late 2007, the Russian ambassador to India traveled to Jammu and Kashmir and discussed in detail the issues of counter-terrorist activities in India. Both sides expressed a firm disapproval of all forms of terrorism and religious extremism. The Russian Federation recognizes the integral importance to the Indian government of the state of Jammu and Kashmir and its huge cultural and economic potential.
It is of great concern to the Russian Federation that India's potential and safety are not compromised or eclipsed by the possibility of terrorist acquisition of Pakistan's nuclear weapons. Throughout our many dialogues, India has expressed great concern over asylum, harboring, and support of terrorist activities by the Pakistani government, and by insurgent organizations such as Al Qaeda and the Taliban.
Moreover, the Indian government and Russian government are deeply disturbed by Pakistan's control of unsecure nuclear weapons. However, the Russian Federation recognizes the increasing emergence of terrorism in Pakistan, and would like to work with the Pakistani government as well, alongside the Indian government within the UN, to come to solutions. But most importantly, the Russian Federation wants to express its strong opposition towards the unilateral use of force in violation of the United Nations Charter as well as interference in the internal affairs of other states.
