In recent years the internet, like much technology, has become fully integrated into the cultures of many different nations; even less wealthy or developed countries have felt the affects of this shift. In light of this, the United Arab Emirates would like to beleive that there is great potential in the internet both for the benefit of individual people as well as a possibility to improve the standard of living for nations all around the world. All this technological development comes at a price however, the growing threat of "cyber-warfare". It is truly horrifying to think that a simple keystroke can take an entire cities power-grid offline halfway around the world, this is why the United Arab Emirates firmly believes that the United Nations needs to seriously consider the risks posed by the current state of the internet and it's tense relationship with international security.
The United Arab Emirates is willing to fully admit that it is not entirely sure what the best course of action is in this case, we enter these negotiations with the hope that between the many nations present we can find a solution that pleases as many countries as possible while ensuring that cyber-warfare and related crimes do not pose a threat to international security. We recognize that it is not practical to expect a solution that fully insures absolute protection from cyber-warfare, but our nation firmly believes that the state of international security in the face of the daunting future of cyber-warfare can be greatly improved.
The United Arab Emirates is optimistic that other nations with the privilege of being represented in these negations will take this opportunity not only to improve the safety of their own people but also the safety of other nations as well, while no country can be held responsible for every action taken by each of its citizens it can try to prevent cyber-warfare and similar actions from being staged within its borders. The United Arab Emirates offers its full support in these negotiations and urges other nations to do the same for the sake of international security.
