As a nation with three major ethnic groups, the Republic of Angola understands the issues of ethnic tensions. In our neighboring nation of the Democratic Republic of the Congo, major rebel groups have been methodically killing without remorse, and preventing any sort of aid from reaching those who desperately need it. The atrocities being committed in the Congo are unacceptable and must be stopped. Rebels in the nation are a very serious issue and are dangerous to the government, whom they seek to overthrow and so a very serious potential problem to any bordering nation of the Congo.
The Republic of Angola has in the past decade sent troops to support the national government in Kinshasa against invasion forces of Hutu rebels. Today, Angola has no troops in Congo, except for those few under the UN and AU authority. Angola would hope that the existing situation in the Congo can be stabilized through international assistance, and Angola would not be forced to recommit its own troops. In this regard, Angola strongly calls for redoubled efforts by the international community to assist the government of DR Congo in its defense against rebel forces.
Angola would like to applaud the efforts made by UNICEF and other humanitarian organizations to assist in the Congo. These organizations have done much to improve the deplorable situation, but more must be done to assist this nation. While the Republic of Angola generally believes in the principle of national sovereignty, the situation in DR Congo is so grave, and the threat to the national government and its people so strong, that the usual principle of non-interference in the sovereignty of the Congo, would allow its government and people to continue to be victimized by forces beyond their control. United Nations assistance is required immediately. The world community must work in concert to address this crisis.
