Since the Democratic Republic of Congo’s(DRC) independence in mid 1960 DRC has been one of the most turbulent countries in Africa. The main reason for the current situation was the switch to the Kabila Era and the Second Congo War. Following the switch to Kabila there was a period of corruption and then the Second Congo War which furthered struggle of civilians in the DRC. Following Laurent Kabila’s death Joseph Kabila Took control and reformed the corrupt government. Although when Hutu Militias from Rwanda enter DRC, these militias had conducted genocide on Tutsis who gained control of Rwanda’s government. Since then the situation in eastern DRC has become evermore drastic.
Paraguay is deeply concerned by the humanitarian situation in eastern DRC. Paraguay disapproves of the Democratic Forces for the Liberation of Rwanda efforts to provoke rebellion and strife. We request that this organization be disbanded and disarmed. We also desire all parties to follow their commitments placed by the Goma accords and the Nairobi Communiqué. Paraguay encourages the Congolese government to halt its provocations and to avoid any further fights. Paraguay hopes this conflict can be solved as soon as possible and we are eager to conduct trade with every country in the future
Paraguay hopes all countries will agree with these terms and we hope the other Mercosur nations and powers such as the United States will find these terms not only acceptable but endorse them. We may accept other propositions to end this conflict if they seem feasible.
Paraguay reaffirms our support for the United Nations Mission in the Congo, for we believe it is vital for any sort of solution to come into action. We also reaffirm our support of the Congolese government and hope to them prosper in the future.
