As the situation in the nation of Congo heightens and continues, it is clear strong and forceful actions need to be taken. First of all, the nation of Romania sees it as unambiguously necessary for negotiations to be made between the current President Kabila and Nkunda. The best possible situation that could arise from actions taken by the International Community and the United Nations would be the removal of Nkunda and the restoration of the current president’s legitimacy.
Restoring President Kabila’s legitimacy as the one and true leader of the Congo is unconditionally imperative at this time, as the government won't be taken seriously unless it is seen as legitimate.
The nation of Rwanda has been conducting questionable relations with Nkunda, aiding him in his actions in Eastern Congo, which have caused the deaths and displacement of many civilians. This is not to be tolerated and cannot be fathomed as acceptable in any matter. Nkunda’s actions in the Congo are perceived as genocide by the nation of Romania, as he has "committed serious violations of international law involving the targeting of children in situations of armed conflict in the Democratic Republic of the Congo, including killing and maiming, sexual violence, abduction, and forced displacement.”
What the Congo needs is agreements to be implemented, an agreement that can hold Nkunda accountable for these intolerable acts of violence. Such agreements have signatories committed to them, they need only to be held to their word and executed cleanly and efficiently.
