The Russian Federation resolutely believes that the solution to the turbulent situation in the Democratic Republic of Congo resides in supporting a democratic government that has the authority and the competency to rule fairly over the entire republic. Currently, the lack of an authoritative government divides the Congo into two irreconcilably separated regions. The more stable western portion of the Congo contains the capital and the majority of the Congolese military, while the eastern portion of the Congo has been subject to countless rebel attacks which have decimated the region. The rebels, who represent minority factions, are one of the major factors limiting the influence of the democratically-elected government. While these geographic divisions persist, there cannot be peace in the Democratic Republic of the Congo.
Recently, the Congo held a free and fair democratic election through which the Congolese elected Joseph Kabila. It is in the best interests of the United Nations to support the democratically-elected Kabila Administration and to encourage peaceful power transitions in the nation. The United Nations should work with the Kabila Administration in order to promote the peace for which the Congolese voted. With the diplomatic support of the United Nations, the democratically elected government of the Congo can become strong enough to quell the violent rebel attacks and secure peace and prosperity in the region. The only way to affect long-lasting peace in the region is to allow the people to govern and for the people, not the United Nations, to determine the future of the country.
Bearing these facts duly in mind, the Russian Federation awaits a spirited forum that will help to ensure security for the citizens of the region.
