The Republic of Korea would first off like to say how deeply concerned we are with the issue involving sexual violence against children in armed conflict. This should be taken seriously and considered a serious crime. We are also disturbed that only 9 out of the 63 armed groups have even taken this into consideration and have made plans to stop the recruitment of child soldiers. The number of persistent perpetrators has increased in the last year by 16. These perpetrators have also been accused of committing rape and sexual violence against children.
We feel that we need to strengthen the MRM (Monitoring and Reporting Mechanism) to help protect these children, and expand to include sexual violence. The Security Council also needs to take these actions into consideration and target these perpetrators. If we do not respond strongly to these issues they will continue. We also have had great concern for these actions in the following countries: Burundi, Chad, Central African Republic, Cote d’ Ivoire, DR Congo, Haiti, Somalia, and Sudan. Although we list Cote d’ Ivoire, we would like to acknowledge that they have showed progress. With that being said, we still feel that it is a serious issue in that country.
We need to start to prepare action plans to the armed groups that haven’t showed concern in stopping the recruitment of child soldiers. We need to have contact with the UN and non-member states without prejudice. We also like to say, again, that we need to be urgent on dealing with persistent perpetrators. The Security Council has a wide range in which ways they can react to this issue. A resolution needs to be passed that includes the issues of rape and sexual violence. The time is now, to safeguard the future generation of child soldiers.
