In regards to human rights, The Republic Of Ecuador strongly feels that North Korea has a long way to go. The current situation in North Korea, given their disregard for human rights, is viewed by us as a large looming threat to global stability. The Republic of Ecuador feels that the sanctions imposed by the United Nations Security Counsel in July of 2009 was an appropriate course of action. Ecuador will support any reasonable measure to constrain North Korea from engaging in transactions or activities that could fund its proliferation. However, now that North Korea has weapons grade plutonium, Ecuador would like to see the six party talks resume. Ecuador acknowledges that we lack the resources necessary to influence North Korea, which is why it is all the more important that some other country like the United States step in to promote peace.
This body needs to pass a resolution similar to Security Counsel Resolution 1874, which will continue to to steer the North Korean government towards engaging in peace talks. While Ecuador is encouraged by North Korea's recent diplomacy with South Korea, we are equally disturbed by their recent off shore missile testing. We would like to see peace talks resume, and the eventual goal of those talks should be for North Korea to allow complete oversight of their weapons program. Once again, all Ecuador has to offer to help reach this goal is our support, but we believe that this difficult issue, and the support of the international community is necessary to make progress in North Korea.
