The nation of Germany would first like to state that the world is both, economically and practically relying on oil and other fossil fuels as a source of fuel. It would be completely ridiculous to simply ban a process that can be safe, given proper care, and provide nations with money and energy.
Though the process of offshore drilling can have dangerous consequences, they really only manifest when the proper care and attention is not paid to the equipment and the facilities. Despite these dangers, Germany is not in favor of bans on these projects, nor are we in favor of harsh regulations that discourage able-bodied companies and governments from harnessing this natural resource. Instead, Germany would like to propose a better solution. A way that would cost the United Nations nothing and would keep our oceans clean.
Environmental disasters are most likely to cause great harm to the country that the oil rig is operating within. Needless to say, having a tremendous oil spill on your shores is not a desirable solution at all. This directly leads to countries instituting regulations on the oil rigs to protect their own interests. Even if a nation is not as environmentally conscious as, say, Germany, the heavy fines that are necessary to clean up the mess are incentive alone for making sure that businesses properly maintain their facilities.
With these built-in incentives, Germany believes that nations will police their own drilling endeavors without any foreign intervention needed. The world will have energy, companies can make a profit, and little needs to be done by the rest of the world.
