The issue of reevaluating the permanent members of the security council is something that must be addressed now while still in the theoretical phase before lines and allegiances are created. There are several things that have changed since the inception of the United Nations, for instance Europe was war-torn and fractured, Africa’s nations were just beginning to create their own idea of a nations looked like, and the Middle East was not the economic power it is today. These are all criteria and regions that must be considered so that the United Nations may serve its purpose of fairly representing the world and its citizens.
However we would recommend caution when selecting these nations as they cannot be nations with any risk of corruption, or in some more dire cases, collapse. These nations will be the new guardians of security, the new paragons of international society, they cannot be flimsy, shallow entities. With this in mind removal of the already permanent members would do nothing but upset this and not provide any type of role-model for these new nations. So Russia would not be in favor of removing those already made permanent, only in re-evaluation and addition of new members.
Russia is excited to be one of the champions of change and reform that the United Nations so desperately needs. We find ourselves in a unique situation where we benefit from the old ways but recognize the need for new ones. We hope that our attitude will go along way in convincing people we are serious about this endeavor.
