The first chapter of the United Nations Charter clearly states, one of the UN’s goals is “To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to peace, and for the suppression of acts of aggression or other breaches of the peace…” The Gabonese Republic believes that the current situation in the Korean Peninsula is a threat to international peace, and that ignoring the situation would disregard the Charter and be a crime unto itself.
On July 9th, 2010, the Security Council officially condemned the attack which sunk the Republic of Korea’s warship, Cheonan. The attack appeared to be in direct violation of the first goal of the UN. The evidence provided by the Democratic People’s Republic of Korea is to be held responsible for that terrible act. The action of the DPRK was appalling, as were the resulting deaths. The more recent bombing of the RoK’s Yeonpyeong Island only proves that the DPRK
is not planning to stop these violent attacks. Gabon firmly believes that the DPRK should not be permitted to continue such aggressive behavior. It is the duty of the international community to work towards the denuclearization of the DPRK. Member states of the UN must encourage the DPRK to cease nuclear development. The UN must work to enact the goals of SCR 1695 and 1540, and encourage the DPRK to resume six-party talks.
We are deeply concerned with the conflict in the Korean Peninsula. The attack on the RoK warship and the more recent attack on Yeonpyeong Island are results of this prolonged conflict and lack of discourse existing between the DPRK and the RoK. It is the responsibility of the United Nations to resolve the conflict by working to remove nuclear weapons from the DPRK and encouraging six-party talks to resume.
