Territory loss is a matter that is important to the Republic of Korea. The Republic of Korea has faced territory loss during the Korean War which led to the splitting of the north and south. Korea is also located on a peninsula meaning that water is on three sides of Korea leaving them exposed to tsunamis and severe storms. Korea is also a very densely populated country with many cities and can be affected severely by tsunamis and earthquakes that often occur in that part of the world.
Korea would be willing to help countries who are affected by territory loss because Korea has faced the same problem. Korea would not be able to provide a home for those from countries facing territory loss but Korea would be willing to help those in other ways such as setting up a better system for keeping the water at a stable level or help slow down the process of territory loss within those nations.
Korea would suggest that other countries that are not facing this problem and are in a good economical state to donate money to these island countries and coastal countries that face territory loss. For example, countries that face severe earthquakes that don't have a very good system to control the damage or create stable and durable buildings like Haiti should be helped by those who are able to lend money, supplies and people to keep the affect at a minimum. Korea supports the idea of aiding countries that face territory loss and is willing to also help those in whatever means that is available.
