Since the criminal industry begun to spread and grow, a spirit of rivalry and auto-defense between the criminal bands who dominate the different illegal businesses and the law enforcement agencies was created, demanding the irregular group to equip itself in order to survive and prosper. Despite many efforts have been made, such as the Programme d'Action for Small Arms, the results show that the new measures have to be taken. Certain countries believe that the market of illegal small arms is directly proportional to other kinds of illegal actions, therefore combating such actions could proportionally decrease the demand of small weapons. As in previous treaties and conferences, some of the ways to solve such problem are related to regulations in the weapons production.
India has shown a constant decrease on the number of casualties provoked by the firearms crimes. Statistic show that the regulations the government has implemented over the arms trade, reduce the possibility of weapons enter freely into the country, yet seldom corruption infiltrates some of the arms. India is considered a moderate low small arms smuggler country, and is ranked 39 between the least small arms traffic countries. The government,in order to regulate traffic, has denied the transfer of weapon property and follows any purchase is made.
As suggested by General Assembly Resolution (A/60/463), passed in 2006, an effective way to counteract illicit arms trading is by funding programs at a national level, and providing support to the UN peacemaking operations with technical and economic aid. A worldwide awareness about the Programme of Action of Small Arms must be spread, so that governments, having their personnel instructed, can call upon international help if necessary. As well as a program that can regulate arms, keeping track of this weapons will allow the law enforcement agencies to monitor the flow of the "black market", which at a long period, would not only help to the recovery of such weapons, but also to uncover the small arms trafficking network.
