The United Nations should take cyber attacks very seriously. Cyber attacks can be just as damaging and threatening as military action and are even easier in the fact that it only takes one hacker to create a virus that could destroy infrastructure and cause mass chaos. The world as we know it is rapidly becoming more networked and connected via internet. More people have access to more information and data than ever before. As countries governments become more technologically up to date they are relying on electronic databases and the internet more. This makes possibly sensitive information very vulnerable to cyber attacks. Governments economies, militaries, and politics are now becoming targets for cyber terrorism and cyber warfare. The recent development and discovery of viruses such as the stuxnet worm have shown the vulnerability to cyber attack and the need for more adequate cyber defense.

Cyber attacks are very serious and should be considered serious threats. A cyber attack by one hacker may be considered a terrorist attack and a cyber attack by hackers backed by government should be considered similar to military action. regardless, a way to classify these threats needs to be developed. possibly with different threat levels. There needs to be a way to discriminate between cyber terrorism and a cyber attack by a government.

Cyber Warfare is becoming an ever increasing threat and the United Nations can not stay idle in the face of this danger. The United Nations needs to decide on ways to classify cyber attacks so they can be addressed with accordingly.
