International law from the Universal Declaration of Human Rights and the 1966 International Covenant on Economic, Social and Cultural Rights basically states that all people deserve healthcare. So, making a minimum amount of healthcare in every country makes sense. But a couple pressing questions remains: who should pay for this healthcare, and who should be in charge of distributing it?
The Central African Republic would like to point out that it is one of the countries in the world that it does not have the healthcare that its citizens deserve. In fact, due to problems within our country, we are only able to spare 1.5% of the GDP on public health. This means that our citizens, who often live in hostile environments, have a low life expectancy, as opposed by the life expectancies of Germany, China, and the United States. As you can see, we may need this healthcare more than most of the countries in the world.
Thus, we have come up with a solution we believe benefits everybody. Money is a great issue for some of the countries of the world. The Central African Republic believes that any country that fails to be able to support the new law should be helped by appropriate countries that can help them. Perhaps each country who can spare money should for the good of these poor countries. Also, each individual country should be able to choose how to use that money for those healthcare laws. The Central African Republic does not necessarily need Sweden’s or Argentina’s way of healthcare- it needs the Central African Republic’s way.
