As the United Nations grows older, it also becomes a much larger bureaucratic machine. In some respects, this represents that the good work that the United Nations does is able to reach more corners of the globe than ever before. However, this has also led to redundancy and an inefficient allocation of resources. Azerbaijan advocates utilizing existing organizations under the United Nations umbrella to accomplish the work of resolving political conflicts.
As an example of the United Nations’ response under a plan that would utilize existing mechanisms, consider the following (hypothetical) scenario: A government has been completely overthrown by the people, but the citizens of said country are in no way organized enough to form a new government. In such a scenario, the old Trusteeship Council would be resurrected and used to establish an interim government while negotiations and details for creating a permanent government are finalized. Once used for overseeing former colonies during the post imperialism period of world history, the Trusteeship Council basically exists on paper, but could easily be set up once again. This is just one example of creative utilization of existent bodies for the resolution of political conflicts.
When it comes to national sovereignty, there are exceptions to this privilege of nations. Occasionally during an armed conflict within a nation, the rights of the people are infringed and the government is either unwilling or unable to meet the needs of its citizens. In such cases as these, then non governmental organizations should have the protection of international law to enter a nation to deliver any necessary aid.
