Japan strongly believes that U.N. policy regarding access to affordable pharmaceuticals should be made to allow more access to pharmaceuticals internationally. First, Japan would like to point out that Article 3 in the United Nations Charter.
Everyone has the right to life, liberty, and security of person.
This article of the charter gives every person in every nation the right to live. This right would be denied if not everyone has access to affordable pharmaceuticals. Currently, what the United Nations is doing is an injustice to nations that do not have access to pharmaceuticals. In many countries, people do not have access to pharmaceuticals that many other countries do have access to; this is a blatant disregard of the United Nations Charter. We are obligated to provide pharmaceuticals to underdeveloped nations that need pharmaceuticals. In order for the United Nations to further its objectives, then steps must be taken to further the access of affordable pharmaceuticals globally.
In the past, the country of Japan’s Pharmaceutical and Medical Devices Agency has created an international strategic plan for the distribution of pharmaceuticals and medical devices. Japan believe that this can accomplish three different objectives. These three objectives include the following.
1. Strengthening of cooperation and building of collaborative relations with the United States (US), the European Union (EU), Asian countries, and relevant international organizations
2. Proactive participation in international harmonization activities and further contributions to such activities
3. Improvement and strengthening of information provision to overseas countries
In order for this plan to succeed, Japan believes that steps need to be taken to strengthen bonds between countries in Asia, Europe, and North America, and other relevant organizations, that can help provide pharmaceuticals to less developed countries. Japan also believes that the United Nations needs to promote communication and publicity, so that the United Nations knows more about which nations are in more need for pharmaceuticals and so that countries understand what their role in the providing pharmaceuticals is. Japan would like to stress that it strives to further the goals of the United Nations. Japan believes that this can be accomplished and that this would allow for not only more access to pharmaceuticals, but also would help further international unity and pharmaceutical research. Domestically, Japan has created a drug price index in order to keep drug prices at an affordable and stable position.
Japan believes that the United Nations needs to increase the access to affordable pharmaceuticals across the world. Japan believes that the best way for the United Nations to do this would be to have more developed countries communicate together to develop a strategy to provide pharmaceuticals for less developed countries.
