For the Kingdom of Lesotho, the problem of pandemics is a very serious international issue. The risk of a disease outbreak is always high. To prevent outbreaks of diseases, countries should do scans and immunizations of their people before they leave for another country. If a country is worried of a disease spreading inside their border, quarantine is the best option, preventing their citizens from spreading the disease out of the home country. In many countries, if their citizens are planning on traveling to a country that has a history of infections and diseases you must get vaccines months before hand. This process is the most effective in keeping diseases from spreading.
The government being able to balance freedoms and security is a commonly asked question. In the case of pandemics, security should outweigh freedom. Keeping citizens safe is a top priority. If there is a risk of disease and infection spreading from one country to another, the state should be allowed to protect its borders from pandemic. The WHO and other health organizations should help under-developed countries stay up to date with infections and how to combat them.
When a pandemic breaks out, a country should be able to handle it themselves; another country should not be allowed to enter without the permission of the infected country to help. Other countries can protect themselves from the outbreak but should not be allowed to enter another country to stop the outbreak without the infected country solely expressing that they need help and want the pandemic.
