The delegation of New Zealand believes the topic of building safe communities in conflict zones is confusing in and of itself. It’s a very risky decision to place a large amount of funds and to focus on establishing a safe community within a zone of conflict. While the United Nations is able to fund this project through the use of NGOs and establish some form of protection for these communities, the delegation of New Zealand believes it would be much more worthwhile and cost-effective to provide the resources necessary for the relocation of these people. As conflict proceeds, innocent people are caught in the crossfire, and organizing a military becomes a waste of resources when the source of the conflict is unable to be eliminated.
The delegation of New Zealand believes that, in order to prevent the needless loss of the lives of aid workers, soldiers and innocent human beings, the United Nations should focus on the relocation of these individuals, and the direction of their movements. Considering the costs of reconstruction, rehabilitation and providing the resources necessary for these communities to attempt to survive in an environment where violence is prevalent, we believe that resources should be focused on establishing a community in a much more secure location. Providing assistance and protection on this venture would allow for a decreased amount expenses and resources wasted in attempting to defend a community in a violent environment.
