Improving accountability in an organization as large and widespread as the United Nations is naturally going to be difficult, but the current situation is such that the need for greater transparency, among other issues, must be discussed. Israel believes that, as an international organization, the effectiveness of the UN would be greatly increased if member states were to have a larger hand in formulating and implementing their own solutions. Israel also believes that many parts of the implementation of UN peacekeeping must be improved. The UN must accept responsibility for the actions of UN peacekeepers working in any country. In the past, Israel has had to deal with UN missions that show bias towards certain parties and even terrorist groups.
Although several steps in the right direction have been taken, including the creation of several committees to moderate UN accountability, many issues regarding UN peacekeeping and transparency in the decisionmaking process cannot be solved with a single act. Rather, it is an ongoing process to promote integrity and trust among nations.
Israel believes that, while mistakes will inescapably be made, a tolerance of continuing misdeeds once the UN is aware of the problem is unacceptable. The UN must make accepting responsibility for the actions of and harm done by its peacekeeping mission a priority. While aid from the UN for Israel’s struggles is supported by us, we believe that the UN needs to deal more effectively with corruption in its policies. Israel also finds the actions of some peacekeeping missions, including sexual abuse and murder, to be unacceptable. While we support the strengthening of current efforts to improve accountability, we also suggest the creation of new and stronger policies that address the issues brought up by various member states.
We expect all nations to support the idea of more transparency in the UN and work together to promote a crime-free and effective way of peacekeeping.
