The Republic of Rwanda would like to call attention to the issues within the United Nations as well as the roll they play within the world.
In 1994, on April 7th the Genocide of the ethnic group the Tutsi's began. Over one million lives were taken by fellow Rwandans, specifically the ethnic group the Hutu's. Men, women, and children were all attacked. Men often were hacked apart and killed by the interahamwe and soldiers, the women were brutally raped and beaten, the children based upon their gender and age were either slaughtered, raped or beaten. Many women and young girls were forced into marriages with these men. Fortunately this conflict was resolved, but the justice that the victim's of the massacre has not fully been fulfilled. Many of these criminals escaped punishment for their actions but fleeing to other countries. Those whom have been brought to justice have been tried for their crimes through Rwanda's government system.
United Nation 'blue helmets' have slowly been implemented into Rwanda over the last twenty years. The U.N. has slowly begun to get involved in this past issue. They continue to help rebuild the economy of the Republic of Rwanda. As well help the victim's of the genocide that currently suffer from HIV from the rapes they endured. Rwanda believes that criminal violations should be determined by the nations governments, however the United Nations should play a minor roll in this decision to ensure a fair and just choice has been made. The choice of the United Nations being involved should not only be determined by the nation itself or the severity of the situation.
There are many opportunities for corruption within the United Nations. Due to the fact that the U.N is diplomatically immune. Rwanda believes that U.N officials need to be kept in check with the power they hold. This power can also be abused by U.N officers within other nations with limited to no questions asked. This issue needs to be controlled by not only United Nations but as well as the home country. The U.N. needs to respect the laws of the country and mustn't interfere with these laws if there is no appropriate reason.
