Terrorism is a crisis that has plagued not only Africa, but the entire world for decades, and seems to be worsening. Rwanda firmly believes that the United Nations has the ability and responsibility to disarm and defeat these forces but this is only possible through strong actions as well as steady cooperation and education.
Additional efforts to derail terrorist travel and financing are an unfortunate necessity. Rwanda believes that wherever terrorist tragedies occur it is the United Nations' responsibility to halt them. Rwanda believes that terrorism, contrary to unfortunate popular belief is not a result of religion, of ethnicity, or even of poverty. Instead, terrorism is caused by misguided and corrupted politics and beliefs. Rwanda believes the most potent weapon against violent extremism is the education of young people, and efforts to make them feel they have a say in their government. Democracy is already the goal of the United Nations and it is important to educate all country leaders on what democracy actually means, and how it can be practiced in all countries of the world.
In remembrance of Rwandas recent genocide our country still faces frequent acts of terrorism but our country has remained strong in our commitment to building both inclusive and accountable institutions and systems. We also believe it is important to accommodate those who renounce violence through the Rwandan demobilization and reintegration program, in partnership with the World Bank and the United Nations. This program has offered tens of thousands of those who have renounced violence ways out of extremism.
