At the current time Turkmenistan is aware of the many sectarian issues facing the global community at this time. It is natural that people disagree with each other. It is the purpose of government to be strong and create a stable condition so that these technical differences do not become regional problems. As we have seen during February 1992- March 1993 genocides in the Balkan region the United Nations has only used the slightest force to try to influence sectarian differences.

In Turkmenistan we have had the problem of external terrorism attempting to harm our land and people. These problems have almost always been brought upon by religious extremists. We believe that sectarian conflict is a regional problem and should not be brought forth to debate. The assistance of the United Nations to mediate these conflicts, so the conflicts can be resolved peacefully, should only be warranted by invitation of the involved parties. We would suggest the following to help solve these issues.

We believe that the United Nations should only engage in these conflicts if war crimes have been proven to occur by the International Criminal Court. We also believe, that the government should be strong and able to protect its citizens from its extremist minorities. We also, believe that these situations arises when the government shows weakness and violent extremist minority see the chance to terrorize and take power. These are all internal issues and should therefore be dealt with, internally. The United Nations must recognize each countries national sovereignty in this and all matters.
