Iraq, being one of the first States to ratify the Convention on the Elimination of All Forms of Racial Discrimination, is making efforts to currently implement this idea of impartiality. However, The ISIL terrorist acts has led to the displacement of thousands of people, and religious minorities have been subjected to killings. Iraq seeks aid to help it deal with the terrorism that is threatening the Iraqi society. With this in mind, terrorism is a key focal point that must be addressed in the resolution. Surrounding middle eastern countries, particularly territories of ISIS, would also see eye to eye on this subject matter, due to the common concern of terrorism. Citizens fleeing ISIS held areas in northern iraq have little access to safer areas of refuge in other parts of the country. This is a result of residency restrictions, which are based on discriminatory criteria such as perceived association with ISIS on account of a person’s ethnic, religious, and/or tribal background or area of origin. On the other hand, Citizens who chose to stay in areas of ISIS control are often mistaken to support ISIS (which is not necessarily always the case). These people are often targeted and attacked. This pendulum of control over our country has weakened state authority. Similar to nineteen fifties western McCarthyism, Iraqis don’t know who to trust in our own country, and hysteria causes fearful citizens to discriminate against our own people. Through the common issue of terrorism, middle eastern countries alike must make this the focal point of the resolution.
