Since 1970, the Syrian Arab Republic has stood in agreement with the 190 signatories of the treaty on the Nonproliferation of Nuclear Weapons. We firmly believe, as an original signer, that the use of nuclear arms by any state is unlawful and against all humanitarian laws. A mere four states generate the opposition of our civil beliefs, including India, North Korea, Pakistan, and the Zionist State of Israel. Our presence as an NPT member proves that we have and will remain a peaceful, sovereign state in relation to nuclear arms. Our state believes in peaceful, resourceful, useful, nuclear energy as a safe way to command the growing energy problem on this globe. Civil nuclear energy must be a base right for all states, not nuclear arms.
The Syrian Arab Republic disputes several dubious accusations made against our nation. We are a peaceful nation, despite the rampant news reports of a civil war amongst our people. The honorable Bashar Assad is working aggressively to hold together the disparate factions of the country. At the same time, he continues to shut down efforts to destroy us from within our borders as well as thwart unwarranted attacks from outside of our glorious country. Adversaries have pointed to our often uncomfortable relationship with the Zionist State, the exodus of large numbers of refugees, and new alliances with Russia and Iran as indicators of base nuclear arms motives, when in reality these accusations have no merit. We have been accused of a covert program to build nuclear weapons as early as the 1990s, despite our participation in the NPT. In 2007, the Zionist State continued their maligning campaign by striking a peaceful nuclear reactor in an absolute propaganda effort to accuse Syria of nuclear weapons development. The IAEA'S search, and any negative subsequent findings by them are nothing but fraudulent. We are here to provide the uncompromised guaranteed that Syria will abide by the NTP and all of its related elements, and have profound commitment to limiting nuclear weapons across the Middle East. We have been an original signatory of the NTP since 1968, and we take these obligations very seriously.
Equally important, however, is Syria’s strong stance on the matter of nuclear energy for peaceful purposes. In a world sorely in need of carbon-independent means for producing electrical power, we must not be so naïve as to confuse nuclear weapons with nuclear power. Nuclear power is necessary for a safe and clear future. There is no legitimate reason to prevent our state from performing these necessary, safe, energy creations. This issue is of profound importance to the Syrian Arab Republic because the future of energy production lies in non-carbon-based fuels that will rescue the world from the impending effects of climate change. Oil reserves are becoming more difficult to tap and more dangerous to the environment, and because oil has become a power cudgel that is dividing the peoples of the Middle East.
Again, we, the Syrian Arab Republic denounce the use of nuclear arms. We however endorse the acceptance of peaceful civil nuclear energy rights and programs. Our world view consists of a peaceful, nuclear-arms free world coinciding with a sustainable civil nuclear energy program to replace harmful and often deadly carbon-based fuels. The United Nations must continue to take steps to restrict nuclear arms use, as well as take significant steps to allow civil nuclear energy programs.
