The Republic of Serbia has joined world leaders in the pledge to eradicate poverty, achieve environmental stability, and ensure social inclusion and equality. A growing global population in excess of 7 billion requires an unprecedented level of development. The republic of Serbia is of the position that the Open working Group on Sustainable Development goals should set timeframe deadlines and present an ambitious but realistic work plan for the completion of the Sustainable development goals, hereafter referred to as SDG. The Republic of Serbia would like to provide assurances that our delegations will support all efforts aimed at the adoption by consensus of a substantial report on SDGs.
As indicated in the outcome document "The Future We Want" of the UN Conference on Sustainable Development in 2012, hereafter referred to as Rio + 20, SDGs should be coherent with, and integrated in the, United Nations development agenda, and contribute in that way to the achievement of sustainable development. The SDGs should remain global in nature and universally applicable to all nations. The SDGs should however take into account different nations levels of development, capacities, and realities while respecting the national policies and priorities of these nations. The Republic of Serbia is of the stance that open, transparent, and inclusive consultative process should support the SDGs at a national level. SDG core definitions should include resource, and energy efficiency management, as well as climate change mitigations and adaptations.
The Republic of Serbia supports the elaboration of SDGs in line with the Rio + 20 conference, the set of SDG's as agreed in Rio should be based on agenda 21 and the Johannesburg Plan of Implementation while fully respecting the Rio Principles and taking into account national circumstances and priorities of different nations. The Republic of Serbia is of the position that developing and middle income countries receive adequate and effective international assistance, including the facilitation of their transition to a green economy and sustainable future oriented technologies. The Republic of Serbia believes that poverty eradication, changing unsustainable consumption and production tendencies, and finally managing the natural resource base is essential objectives and requirements for sustainable development, as agreed In the Johannesburg Plan of Implementation
This delegation recognizes that the natural resource base underpins the economic and social development of many of the world's poorest countries, therefore the goals and targets for key natural resources that are essential for social and economic development should include new and renewable energy, water, land, and ecosystems, and resource efficiency. As concluded in the Rio 20 + document it is important to provide the transition to sustainable energy. Our belief is that the SDG should build upon the Secretary-General's "Sustainable Energy for All" initiative by doubling the amount of sustainable energy sources in the mix by 2030, and doubling the global rate of energy efficiency by 2030. A set of measures should be developed to ensure action in phasing out of environmentally or economically harmful subsidies, in a manner that protects the poorest and eases the transition for affected communities.
The Republic of Serbia would like to emphasize the importance of; restoring land and soil quality to good condition, and manage land, forests, and soil resources sustainability in order to achieve enhanced food production in order to meet a growing global demand.The Republic of Serbia would like to stress the importance of securing smallholder farmers access to, agricultural markets and finances, training, capacity-building, knowledge, and innovative practices. Particular attention should be given to sustainable forest management with the aim of halting forest cover loss globally by 2030. The SDGs should also tackle issues of, climate change, including the aim for zero emissions, sustainable tourism and cities, issues of health and environment, education on sustainable development, and production of waste and chemicals. The Republic of Serbia is of the belief that it is important to agree upon, set up, and use international indicators to measure resources efficiency at global, regional, and national levels on key natural resources. The Republic of Serbia is one of great biodiversity and a rich ecosystem and therefore is proud to support the United Nations Sustainable development goals.
