Mexico acknowledges the extensive crisis involving the use of indiscriminate weapons in conflict. Because such a wide range of this kind of weaponry exists, this issue has escalated to being of ultimate importance. Mexico feels that the priority of this committee should be to create an equal playing field between nations and to maintain the safety of innocent civilians.
The main cause of such issues can be derived from the ambiguity in certain treaties that allow some nations to exploit loopholes. These weak, ongoing restrictions on indiscriminate weapons do not quite meet the expectations Mexico would like to see. As a result, Mexico would look favorably upon establishing a long term solution to solve this issue right from where it begins. For instance, Mexico ratified the Treaty of the Non-proliferation of Nuclear Weapons in 1968. The NPT is a landmark international treaty whose objective is to prevent the spread of nuclear weapons and weapons technology, to promote cooperation in the peaceful uses of nuclear energy and to further the goal of achieving nuclear disarmament and general and complete disarmament. Meaning that Mexico is in favor of reducing and almost eliminating the use of indiscriminate weapons in conflict.
Moreover, these unclear treaties should be reconstructed and developed to encompass newer weapons that have been created within the more recent years. Large civilian casualties and many economic and social issues can come with the use of such weapons. So, as a nation, Mexico looks favorably upon defining a set of rules that prevents and maybe even eliminates the use of such weapons.
In short, Mexico recommends that this issue be discussed with a positive outlook on the consideration for civilian safety. Also, in order to decrease the damage that can be made from these weapons, Mexico is open to open discussion in order to find practical solutions with both developing and developed countries.
