Brazil recognizes the multiple issues that arise when brought up stateless persons. Stateless persons are ones that do not hold a nationality, or are a lot of the time refugees. As this complication arises, many countries are doing nothing but keeping their border barred up allowing no such stateless person/refugee to enter. The numbers are exponentially growing, with millions of individuals only adding to the already 10 million stateless persons. With no legal status in any country, the rights of these people is purely unsatisfactory and has the potential to either exceed or worsen.
There are a number of plans and actions Brazil has taken to better the rights of stateless persons. We engaged in the devising and passage of the Mexico Plan of Action and have been resettling refugees from this region and from outside the region. Brazil’s constitution also constrains the loss of nationality through repudiation where this would leave one stateless. For all of the stateless people arriving in Brazil, our law provides for them to collect a special passport, to register and acquire the equivalent rights as our citizens. We urge other countries that lack laws like these to come forth and do the same.
Brazil has expectations of essentially agreeing and pursuing substantial resolutions with the five permanent members of the UN Security Council, China, France, Russia, United Kingdom, and USA. With alike interests, similar beliefs, and favorable trading histories these countries including Argentina, Germany and South Korea have the potential to solve the issues of areas like elementary education, welfare, taxes, and intellectual property. Certain measures have been taken. For example, in 1954 and 1961 United Nations conferences concerning stateless persons have taken place. The 1961 conference worked to reduce statelessness and the 1954 conference worked to find and analyze the basic standards and status of stateless persons.
Brazil encourages every country to add their signatories towards an accomplished resolution that touches every aspect and necessity of these stateless people. We believe the issue of refugees and rights of stateless persons deserves equal attention and fixation. Brazil stands with the idea to better living standards for stateless persons and wants to promote standards relating to the right to a nationality.
