The rising crisis in the Democratic Republic of Congo, must be addressed quickly and efficiently. Rebel groups, including the armed militia led by Laurent Nkunda, and the FDLR have created a serious situation in eastern Congo. These armed groups are taking advantage of innocent citizens and are violating their human rights. Hundreds of thousands have fled from their homes to escape the unrest. This injustice and bloodshed must be stopped before it escalates into a civil war.
Previously, Angola assisted the DRC while they were struggling with the Second Congo War. This conflict ended when our nation along with others signed the Lusaka Ceasefire Agreement. Today, violence has arisen again, and Angola will continue to support the Democratic Republic of Congo. As a bordering nation, the spread of violence is something that we regard with the utmost importance. We especially want to focus on the disarmament of these rebel groups. This will improve the region’s security and lead to stability.
Our goal is to work with other foreign nations, and help MONUC to bring peace to this region. According to the Security Council’s resolution 1565, MONUC has the mandate “to ensure the protection of civilians under imminent threat.” The increasing number of rebel soldiers, and the vast amount of land they are located in has made it impossible for the forces of MONUC to protect Congo’s citizens. Our nation believes that the number of peacekeeping troops must be increased in hopes that MONUC can protect the citizens more efficiently. If the nations of the African Union can work together, then a solution will be found.
