Currently, the Korean Peninsula has been under much watch. This is due to fact that in October of 2006, the Democratic People’s Republic of Korea, North Korea, tested a nuclear weapon underground. This nuclear test caused great commotion all around the world, threatening international security, endangering lives, and creating a situation for a nuclear conflict in the world.
The Russian Federation takes a different stand than much of the world. Unlike the United States and the United Kingdom, the Russian Federation believes that all countries have the right to pursue nuclear energy and power. Along with helping the Democratic People’s Republic of Korea, the Russian Federations has helped Iran in its strive for nuclear energy. The Russian Federation wonders why only some countries are allowed nuclear power and not others. In a world where all men are presumed equal, is it not fair to allow all countries to try to improve themselves, whether it be in economic, military, or social power.
The Russian Federation’s policy toward nuclear issues on the Korean Peninsula is, first of all, the most important variable that determines Russia’s nonproliferation policy is its relationship with the United States. The Russian Federation recognizes that the Russian Federation foreign policy immediately after the Cold War was biased. This recognition has helped the Russian Federation to decide to pursue a new balance of power. Secondly, because the Russian Federation has an unstable place in Northeast Asia, it is trying to use the nuclear issues to strengthen its position as a regional power. Thirdly, the Russian Federation agrees with the United States in its objection to the proliferation of Weapons of Mass Destruction, including nuclear weapons, but, however, refuses to accept a hard-line policy toward North Korea because the Russian Federation wishes to maximize its interests in Northeast Asia. Finally, the Russian Federation wishes to create a consensus for making a compromise with China and South Korea between the United States and North Korea.
The Russian Federation hopes that with cooperation, a peaceful compromise can be created that creates benefits for all.
