Cuba has come to realize that it can and will be more aggressive in drilling for oil. It is now common knowledge in Cuba that substantial oil fields lie just below the bottom of the sea floor. Cuba also realizes that it is now or never, since February 2007 plans have been in place to begin drilling off the coast of Cuba for oil a mere 100 miles away from the coast of Florida. The U.S. geological survey from three years prior to present day that Cuba may collect as many as 4.6 billion barrels of oil from the one oil field alone.
Cuba’s position on offshore drilling has been made clear. It is necessary now more then ever with gas prices rising Cuba and other small countries will find it hard to compete with the leading nations in oil export. Cuba does however believe that it is necessary to drill and refine this oil in a way which will not be overtly hazardous to the environment. This is evidenced by Cuba’s dedication to retrofitting and modernizing it’s already existent oil refineries.
Even as gas prices are falling throughout the world Cuba realizes that this is only a sign of a weak economy. Cuba realizes that it is necessary for the sake of their nation and others to allow safe offshore drilling to occur throughout the globe. Cuba proposes that the United Nations create a resolution that will allow safe offshore drilling throughout the world, but also creates a committee which will monitor offshore drilling to ensure the safety of the environment.
