The Federative Republic of Brazil’s recent deal with Turkey and Iran speaks of our commitment to the pursuance of peaceful nuclear energy throughout the international community. We believe that the only means through which nuclear energy can be safely and peacefully utilized is through international cooperation and sharing. The best way we currently have is through the Nuclear Non-Proliferation Treaty (NPT) and the International Atomic Energy Agency.

These vehicles of sharing, while the best we currently possess are by no measure perfect and, in fact, have many shortcomings which this body must act to correct, for the safety of the international community. The Federative Republic of Brazil believes that change must occur as soon as possible in order to incorporate nations which have not signed, or withdrew their signatures from, the NPT.

Brazil firmly believes that all parties to the NPT have the right to possess safe nuclear energy used for peaceful purposes, as the Treaty states. Our chief concern is that this is not occurring, as is evident by nations which have withdrawn to independently pursue these technologies, and by nations who have been incapable of creating any nuclear technologies.

We must strengthen the NPT to further address the threat of “dirty bombs” made from nuclear waste. This can be done by amending the existing NPT to include front-end and back-end agreements for waste disposal protocol. By reducing this risk, we will be increasing the safety of all nuclear energy systems, which would reduce the risk of assisting developing nations in the pursuance of these technologies.

The international community must truly act as a community when it comes to nuclear energy, an energy which can be clean, safe, and peaceful if used wisely.
