Somalia is facing a crisis that both Africa and the world need to end. Since 1991, there have been 42 draughts in Somalia since 1991, leading to widespread starvation. 250,000 Somalians are still facing starvation. The international community has tried to provide relief but the countries’ current insecurity due to the fighting between militant group Al Shabaab and the current dying government, the Transitional Federal Government. And here is where we reach the real issue, the TFG. Congo recognizes the legitimacy and the necessity of the TFG, which is the current U.N. recognized government in Somalia. the TFG is currently a centralized democracy but must adapt, to face it’s current issues. The Democratic Republic of the Congo believes Somalia can be see peace, and and progressive decline of the famine, with the international community’s support of the TFG.
Somalia as a country is not centralized, the local authorities are responsible for a lot of the governing, law and order throughout the country. Congo recommends that the TFG decentralize their system of administration, by providing delegated authority and resources to allied local administrations and groups. Congo also recommends the restructuring and revival of the High Level Committee and Joint Security Committee (Both Negotiated during the Djibouti peace talks) to coordinate the activities of the allied local administrations and their security forces. Congo believes the U.N. should give more attention to these local organizations that are providing security to these areas. In addition The U.N. should carefully support the emergence and growth of local multi-clan administrations willing to cooperate with the TFG.
Many other African countries agree with the plan to support the TFG such as South Africa and Egypt. Neighboring countries of Somalia seek to solve Somalian refugees flooding their borders and believe international support of the TFG will bring an end to the crisis, and an end to the refugee problems.
