Most nations will agree that any weapon poses a great danger when placed in the wrong hands; it should come as no surprise then that weapons of mass destruction are potentially one of the greatest risks to world wide security. Often the mere thought of a WMD (Weapon of Mass Destruction) falling into the wrong hands is enough to bring entire nations to the brink of war, any country or anyone in possession of a WMD or anything that could easily converted to serve the purpose of one takes on a grim and immense responsibility. It is the belief of the United Arab Emirates that any country in possession of such a power should treat it with the utmost fear and respect. Further more, the only justification for any power to be in control of a WMD is for protection of their own people and the security of the countries that protection is extended to. In short, the only countries that should be granted the privilege to possess WMDs are those that intend to never utilize them for any purpose.
The United Arab Emirates as a whole is highly honored to be upheld as a paragon of Nuclear safety, we are held in high esteem by many of our fellow DISEC member nations as being one of the best examples of adherence to the present regulations regarding WMDs and related matters. We hope to use our unique position of sharing a cultural and societal background with many of our neighboring nations as well as our peaceful and productive relations with countries like France and the United States to bring order and balance to this matter. While we are slightly apprehensive at the direct statement of anti-terrorism being the sole focus of our current efforts the United Arab Emirates is fully prepared to stand with our western partners in this matter, not only to better regulate WMDs but to ensure the security of any potential materials for the production of these weapons as well.
The United Arab Emirates firmly believes that in the ever changing and highly connected state of modern international affairs no one country can take the responsibility of producing or owning a WMD, to do so would be vastly irresponsible and would not only endanger the nation in question but the safety and stability of all other countries as well. We as a nation are fully convinced that any country even remotely concerned for the safety of its citizens will understand the immense danger and potentially catastrophic results of unregulated WMDs. We enter these discussions with the hope that other countries will understand our concerns and be willing to enter negotiations with other world powers to ensure that the people our nations are supposed to protect never have to face the horrific damages a WMD can and will bring.
