The militarization of the internet has become an increasing prominent threat toward the stability and security of the world. Many nations and non-State actors have engaged in cyber warfare, with disturbing results. As a result, many countries have been forced to increase their own cyber security. Actions taken by nations such as the United States involving the use of computer viruses and espionage have led to instability and increased tensions throughout the world. Unless the international community is able to establish regulations that limit cyber attacks, attacks such as these may become an even more common occurrence.
Germany has been a victim of many cyber attacks. It has recently been discovered that the United States’ NSA has been conducting widespread cyber espionage on Germany, most notably the wiretapping of Chancellor Merkel’s cell phone. This attack was highly offensive and has greatly strained our relations with the US. Our nation has also received many cyber attacks originating from China. To defend our nation from cyber attacks, Germany has been forced to increase our cyber defenses.
The nations of the world must work to stop the militarization of the internet. To begin with, nations must crack down on cyber criminals within their borders. World powers should provide assistance to developing nations to help increase their cyber security. In regards to State led cyber attacks, the world must take strides to stop such assaults from occurring. There are a wide range of methods of preventing these attacks. One solution would be to clarify that Article 51 of the UN charter allows a nation the right to self defense against cyber warfare. This would greatly discourage nations from engaging in cyber warfare attacks. The international community could also look into possible punishments for nations that commit acts of cyber warfare, such as the Security Council imposing sanctions. The nation of Germany hopes that the world will consider these actions as we strive to create a resolution that helps maintain the stability of the world.
