The Republic of Rwanda views many recent events in Egypt as highly regrettable. We cannot allow the violence, death, and destruction that has arisen as a byproduct of the political situation to continue, and the political situation itself- the military overthrow of an elected government- must be addressed. Further instability and unrest will continue without the new election of a democratic government and measures to prevent further violence. That’s why Rwanda fully supports the African Union’s position on the situation in Egypt, including its suspension from the African Union, but most importantly it support for inclusive dialog within Egypt and the establishment of democratic elections. We would encourage all member of the United Nations to do the same. This will allow Egypt to lead its own transition, with the support and assistance of the United Nations. The Republic of Rwanda believes that a peaceful political transition in Egypt is possible, with the cooperation of all parties.
It is the policy of the African Union to suspend member states that undergo unconstitutional government change. However, we recognize the efforts of the interim government’s efforts to create a legitimate, constitutional government in Syria. Rwanda supports interim president Mansour’s transition plan, which would set elections in the spring for a constitutional government. There are, however, continual concern about the content of the planned constitution for Egypt, which should be one subject of continued dialog between all parties in the conflict. There also needs to be a more definite timeframe for elections, with specific dates established for parliamentary and presidential elections and for the inauguration of the elected parliament and president.
The acts of violence and destruction in Egypt as a result of political turmoil are deplorable. Rwanda calls upon all parties in the situation in Egypt to refrain from further violence and asks that this committee do the same. As long as the situation continues to incite violent acts, transition will be difficult and more lives will be lost. Therefor, Rwanda encourages the United Nations to adopt a resolution on the situation in Egypt with four primary tenants: The establishment of dialog between all parties in Egypt; a suggested definite timeframe for elections, with further recommendations as to how to ensure the fairness of such elections; the cessation of violence; and an emphasis on the importance of an Egyptian- led, regionally supported transition of government. If the committee can focus on a resolution containing those four pillars, we will allow for an Egyptian- led transition that creates a legitimate government of Egypt with the regional and international support it needs, ultimately furthering peace and stability in the region.
