South Korea stands firmly behind the United Nation’s Charter to be of service to the world in time of need. Recognizing that an essential aspect of peace-keeping is keeping people fed and sheltered, the UNEP has started many projects world –wide. Ranging from geographical opportunity assessments in Afghanistan to civilized coordination in the Great Lakes region of Canada and the US, the body has continually recognized that the UN has a responsibility to respond and maintain when the environment is threatened or when the environment threatens existing cultures. It is no mystery that the large industrialized nations of the world have contributed greatly to environmental shifts and that is where we should be focusing on curbing future disasters. The recent events in The Philippines are prime examples of how what were once considered random natural disasters are not only predictable, but preventable.
Therefore: it seems basic that we need to continue to coordinate world-wide input and support for countries and regions that experience natural disasters. South Korea ranks last among nations receiving aid for environmental disasters. This type of discrimination must be addressed by the UN so that equity is as essential as effectiveness. We believe that a block of smaller nations could be a step in moving towards that reality. In addition, we must continue to use the organs of the body politic to collect, analyze, interpret and implement data based projects to turn around the mistakes of the larger nations. Towards that end we suggest a committee be formed, led by smaller nations in each hemisphere, to coordinate such an effort.
