The Democratic Republic of Congo believes that strengthening the Nuclear Proliferation Treaty is critical to maintaining global peace. Congo has been a party to the NPT since 1970, and would like to see it evolve to address the changing world environment. We also encourage states that are not parties to the NPT to sign and ratify this important treaty. This is the first step in improving the NPT. States that have not signed or ratified the NPT could be given incentives to do so, and they could be helped in gaining measures of national security other than nuclear weapons.
As a party to the Comprehensive Test Ban Treaty, DR Congo is of the belief that eliminating nuclear weapons tests is a crucial step to avoiding nuclear warfare. Congo urges all members of the international community to consider ratifying the CTBT. We would also like to see nations comply with the IAEA safeguards, which help ensure peace around the world, and, if heeded, will especially help guarantee that the Middle East is a region without nuclear weapons. Additionally, DR Congo thinks that it would be best if nuclear weapons states cooperated, working together toward full disarmament. This is the only way to ensure the prevention of nuclear war, as well as the only way to ensure that non-state groups do not acquire nuclear weapons. Protection should also be implemented and increased on nuclear weapons so that these groups cannot gain control of them. If these steps are taken, DR Congo is confident that peace will be maintained.
