The Republic of Cuba recognizes the trade in high tech weapons systems and realizes its prominence in the world. The Republic of Cuba believes that the unregulated trade of high-tech weaponry leads to proxy wars which in turn causes global instability and conflict. The trade of high-tech weapons systems has lead other countries to unwillingly take part in the trade in order to retain their military position, therefore instigating an increase in global tension.
In order for the issue to be understood, the Republic of Cuba encourages other parties to understand the causes and effects of the issue. In history, countries which are well-known for their endeavors in weapons technology and the trade of high-tech technology instigate many conflicts, and are intent on winning a proxy war in order to establish a strong economic benefit from these wars. Those that receive high-tech weaponry from other countries are victims and only aim to achieve a level playing field with its opposing countries which are also being supported by other parties. The argument that high-tech weapons trade is a method of establishing a healthy economy is a flawed standpoint, parties participate in high-tech weapons trade to ensure safety in hostile situations which are a by product of high-tech weapons trade. If the hostile situations were lessened, countries would be able to spend their resources on more valuable goals which are directed to civilian objectives such as hospitals and schools.
To resolve the issues of high-tech weapons trade, the Republic of Cuba requests that the committee establishes the definition of high-tech weaponry and formulates a ban on the trade of these weapons as well as focusing on methods of enforcing these bans successfully on all parties. Although the Republic of Cuba is confident of the need to ban high-tech weapons trade, it is possible to discuss alternatives that would serve to the benefits of the majority of parties and leads to an established conclusion.
