Any resolution on high-tech weapons passed by the United Nations needs to focus on one thing: the careful, deliberate choosing of buyers on part of the nations selling high-tech weapons and subsequently, the need for the United Nations to help develop a set of comprehensive guidelines and encourage the participation of all selling nations in this program.
High-tech weapons will reach opposition forces, regardless of whether or not they buy the technology from selling nations. For example, the Islamic State seizes American Abrams tanks from Iraqi forces who bought the tanks from the United States. Of course, the United States did not sell Abrams tanks to Iraq with the intention of them ending up in the hands of ISIS forces, but that was the inevitable result. This is the pattern of global high-tech arms trade that is extremely difficult to change. For these unfortunate situations to be avoided, nations that sell high-tech weapons need to take all precautions possible in selling to make sure that these valuable weapons do not end up in the wrong hands.
High-tech weapons trade is lucrative. But instead of this trade becoming a source of cash for advanced economies around the world, it needs to be cultivated into a means of protecting the world, giving the right forces the right materials so that we can all work together to achieve a stable, albeit imperfect, peace.
