These exporters are only taking advantage of the conflict that already exists. The Republic of Serbia is itself a main exporter of these high tech weapons systems. It is the main exporter of arms in the region according to the Stockholm International Peace Research Institute. Serbia believes that the market at the moment is good for the trade of these weapons. Serbia is a small country which needs the ability to purchase and export these weapons that are necessary to protect itself and to stimulate the growth and stability of the Serbian economy being one of the largest industries in Serbia.
Serbia is using the conflict in these other countries to keep the country economically stable. If Serbia was unable to sell these weapons the economy would be tanking. Serbia is a very large producer of missiles and the purchase of these missiles by these smaller countries is helping them stay on the map. Without these weapons the countries in question including Saudi Arabia, Yemen, Syria, and Libya would not be able to keep up with each other and one may destroy the other without the fear that the other countries they are fighting doing the same thing to them.
The trade of high-tech weapons is is not meaningfully different from trade in more conventional munitions. While one type may be more effective in combat the trade aspect is not different. These high tech weapons need to be marketed just the same as how normal munitions are to be marketed. They create the same relationships between countries that ordinary munitions trade does. It builds trust between friendly nations.
