The country of Cuba suggests that the NPT reflect current world obstacles by requiring all countries to check in with their nuclear weapons, or WMDs, at a set time (I.e: every six months) with the United Nations as to the whereabouts of their WMDs and their purposes of holding them in their location as well as what their current goal of owning WMDs. This would allow United Nations to keep tabs on all nuclear and otherwise WMDs. Although it would be possible to relocate the WMDs between the set time periods, this would reduce the chances of a country using them, as all other countries part of the United Nations would/could know of all other countries' WMDs. Although a possible problem with this suggestion would be that it could be argued that it infringes on the rights of a sovereign country.
Countries could be encouraged to disarming or all WMDs if all countries were to do so. If all countries disarmed their WMDs, there would be no reason for other countries to create them or keep them. This would require all countries to act, which some may not be willing to do, as they feel the WMDs give them protection, "just in case". If all countries did this, however, there would be no possible world nuclear attacks, and no reason to fear such.
Cuba also feels that if one country were to demonstrate this by disarming at least some of their WMDs, other countries would feel more obliged and follow through as well.
