Albania has been a member of the United Nations High Commissioner for Refugees since 1992, and has assisted the government by establishing an asylum system, and management structure. During the bombing of Yugoslavia in 1999, around 465,000 refugees from Kosovo fled to seek protection in Albania. UNHCR helped at accommodating, providing protection and assistance to those refugees. Albania remains a transit country for refugees and economic migrants.
Because Albania is a transit country, many refugees seek shelter and provisions for a short period of time, and Albania, as a “stopping point” in their journey, should provide sustenance for those in need. If the provisions do not reach Albania, or other homes to refugees, those travelling will not receive the basic right of food. Albania fully supports the UN’s goal to eliminate world hunger. The UN is correct in declaring this a situation that needs attention. Refugees have the basic right to nutrition, and stricter regulations need to be made to insure that these refugees receive the food that they need. When refugees from Kosovo fled to Albania, there was enough locally grown produce to support Albanians and refugees; however, this is not the case in many countries hosting refugees. Albania believes that actions must be taken to ensure that food reaches refugees. There needs to be a strict process in order to achieve this, including stronger communication when food has reached its destination. Albania agrees with the “Resolution 1/2008 Immediate plan of action for FAO Renewal (IPA)”, which states, “that implementation of the Immediate Plan of Action in 2009 requires funding by extra-budgetary contributions, and that its funding for 2010-2011 will be treated under the Programme of Work and Budget. In this connection, URGES all Member Countries to contribute extra-budgetary resources of a provisional amount of US$ 21.8 million for 2009 to a special Trust Fund established for this purpose. For transparency, the Trust Fund accounts will be publicly available and oversight will be provided by the Council supported by the Finance Committee.” Including countries that either do not host refugees, or have sufficient provisions, members of the UN should contribute to the growing numbers of refugees, and their increasing needs for food. Albania also supports the The Food and Agriculture Organization goal which states, “FAO’s vision is of a world free of hunger and malnutrition where food and agriculture contributes to improving the living standards of all, especially the poorest, in an economically, socially and environmentally sustainable manner.”
